Help dating Sambo (Samuel Sherman) velvet dress

Hi there - I wonder if you could help me dating this dress. I’ve seen a virtually identical one described as 60s but wondered what people thought?

Empire line, statement lantern / bell sleeves and scoop neck with brocade edging. Plastic zip.

Also, is the fabric best described as velvet Devore? It’s not as distinct as some I’ve seen but there is a definite pattern as you can see!

Finally, any thought about whether I could risk handwashing?!

NEVER wash velvet.... looks mid-late 60s to me 66-68, and an embossed? velvet where a pattern has been heat stamped into the surface.
