Help dating this dress (somewhat "Ethnic" inspired)

Hi everyone! I have this dress, which has been in my possession for a while, that I'm looking to re-list and perhaps have more light shed on the origins...I think it's from the 70s myself, that's just the "vibe" I'm getting. There are absolutely no tags, but I'm not really sure if it's home-made, the cut seemed a little complicated for a home-made item. It flares out gently at the bottom, as shown. The body is a sheer sort of eyelet, pictured on my mannequin with a slip underneath. Feels like a rigid cotton. The print makes me wonder if this could have been from South America, or Mexican? The print looks a bit ethnic... If anyone has any information on the /rigins/date of this dress, I'd truly appreciate it!

I think it is an upcylced garment, made in the 70s or early 80s from a 60's dress (maybe a early to mid 60's shift) made of the black eyelet fabric with the newer ethnic fabric and pom pom fringe inserted.
