Help dating this dress

Hello! I need some opinions on the age of this dress:

Very soft 100% cotton
Home sewn
Combination of pinked and machine zig zag stitched seam edges, no serged edges
Button front
Drop waist with two tiers of gathered skirt
Matching waist tie
Puffed sleeves, gathered at the cuff, but not elastic
No tags of any kind

Measurements laying flat
Bust: 40
Waist (without belt): 40
Hips (natural hip, several inches above the tiers): 42
Length from shoulder: 44
Sleeve length from seam: 9

Since it's home sewn, it's a bit hard to say without handling it . Could be 80s, could be 50s.
