Help dating this maxi dress?

Any thoughts on the dating of this dress?
I picked it up at a vintage sale but the era was not stated.
My initial thoughts are 70's does 30's, due to the flutter sleeves and empire line styling...what do you think?

*No labels at all, appears homemade but made very well.
*Soft chiffon printed fabric over a stiffer polyester type lining
*Maxi length
*Flutter sleeves
*Empire bodice with gathers under bust
*Centre back zip, plastic teeth with cotton tape and a metal TOVA? puller
*Generous overlocked seams inside (can't get a picture light enough!)

I think you have it spot on.

This type of material requires generous seam as they can pull badly when the selvedge is too small.
