Help dating this red/white polka dot dress

Hi guys! I'm hoping you could help me out with this dress. I really haven't a clue how to date this. I had more or less decided that it was 60's, but after giving the the seams another thorough inspection I discovered a red/white/blue ILGWU label tucked away in one of the seams. So it must be from 1974 - 1995, but when exactly? Somehow I can't imagine this dress in either of the era's.. My personal guess is 70's? Because the construction and fabric look and feel so much like a lot of 60's dress I've had. Oh and also, what do you call this type of collar? Rounded shirt collar?

The construction: It is made of a smooth, synthetic fabric (feels like polyester). Closes with the buttons on the front (no zip) and has a small button hidden under the collar. One button cuffs. The seams are not serged, EXCEPT where the cuffs are attached to the sleeves. The buttonholes are 'lined' with a linen or rough cotton type fabric. The dress is constructed out of panels and the skirt is almost full circle. The dress is not lined. Threaded belt loops at the waist. There used to be a brand label in the upper back.

Very cute--and very 70s. I'd say probably middlin' to early-late 70s. I wore a very similarly styled dress to my parent's 25th wedding anniversary party, and that would have been 1977. Exact same shape, sleeve style, and cuffs, but different collar treatment.
