Help dating this wool cape/identifying this embellishment?

Hi everyone! I have this beautiful wool cape which I'm trying to date...it is made out of a mid-weight gabardine textured wool, and has two hook/eye closures at the neckline. Fully lined, feels like a rough hewn silk but I'm not quite certain. Can anyone offer any input as to what era this might be from? Home-made of factory? There are no tags at all which I can find. Additionally, there is a wonderful ruffled trim embellishment on the front and back, is there a specific name for this type of accent? I think there is but the name is just escaping me right now! Thanks in advance :)
