Help Dating Thrifted Dress & Questions About Washing

Hi everyone!
The other day I was fortunate enough to pick up this piece (along with what I believe is a 1940's Holiday Dress.. which I will most likely most on here!), at my local thrift store. Its absolutely beautiful, and I just wanted to get a date to it. I was thinking early 1960's? Although, I've been wrong many times before. I was also curious if/how I would go about washing this. The sheer appears weak.. if thats the right term.

Here are the pictures! (sorry about the crappy quality, and the kitchen setting. I'm moving tomorrow and just wanted to throw these two dresses up here before everything got lost in the chaos!)

That was my thought too. I would be afraid to wash it because of the two kinds of fabric. The lining may shrink or react differently than the sheer parts.
