Help dating unknown ladies jacket

Hi friends, I need some help with this jacket/coat. It is a thrift find and I don't have much info to go off of. No tags or labels, appears to be handmade.

Floor length, heavy but not extremely thick. Outer layer feels like wool.
Off white thin fuzzy insulating layer sewn into the lining, which is shiny, somewhat stiff hand (at least more stiff than modern linings). I'm not the best at fabric identification. I
The cuffs and collar/back panel are velvet (not velour)
Double breasted (missing one button), only 4 buttons, which are a soft metal with gold coloring and clear gemstones.
Metal snap at collar for more security. This might be newer addition?
2 ribbons (same fabric as lining) inside the right armpit, wool loop on opposite side, perhaps to tie the ribbons onto for closure.

Any ino you can give me is very much appreciated, even if it seems obvios (like what the kind of knit patern is called on the wool part) or anything else you can think of! ! Thanks so much for any assistance.

This looks like a 1940s or 1950s evening coat (to go over a dress when going out) made of twill wool with rayon velvet outer. The white fabric appears to be a woven interlining, for warmth, to add structure, or both. The inside tie goes around the waist to hold the inner coat hem edge level when fully fastened.
The hem has been attached to the coat using a sewing machine hem stitch which is only partially successful. (The sewing above the horizontal seam seen is correct, below is incorrect, as one stitch hole should be on the tape, the next on the fabric, and so on) this suggests to me it was a home sewn garment by only a moderate level sewer.

I'm not totally sure if the buttons are original, or later 1980's additions.

I agree with Melanie on a late '40s to early '50s date and suspect the original buttons were covered in the matching velvet. These ones look much more modern, and too fancy.
