help dating Wool double (?) cloak 'Triunfante' and a question about the collar

Greetings....

When i first got this cloak I thought it was from the 1980s or 90s....again, so traditional looking I get confused. The label strikes me as relatively 'new'.....

Do you think this would have had a hood? The buttons on the back of the collar don't 'undo'.

Also, is there a name for this 'double' cape?

I think with three layers already a hood would have been one too many but you never know.
It's not quite clear are the buttons the only thing that is holding the cape, capelet and vest together or are they stitched together as well? I would have expected at least one part to be removeable. Usually the collar is either button on or sewn with strategic threads so that it can be removed for specialist cleaning, or so the rest can be dry cleaned without the collar. I wonder if the buttons are being used as backing to support the threads holding the layers together and prevent it from going through the fabric.
Is this the only label present?
 
Hi Melanie....there are no other labels.

None of the layers is removable, it looks like the buttons are not concealing any stitching.
