Help figuring out what this dress is and what decade/year it is from? Robe de Style Post 1920s?

Hi everyone! I'm back with another dating dress question. I just bought this dress a couple of hours ago. It has a side zipper and pinked/raw seams. The owner said they had this dress in their family since the 1970s. I have a couple 1970s dresses that are true Marie Antoinette costumes but those have back zippers, while this one has a side zipper. I am guessing late 1930s to the mid 1940s? I really have no idea what this dress is. It looks too 'normal' to be a Marie Antoinette/colonial costume, although I am aware that those kinds of costume parties were really common from the 1920s-40s when the colonial revival trend was all the rage. Is it a rare example of a robe de style still being created in decades past the 1920s? What do you all think? Sorry for the ramble! I do appreciate any help on this though!

Attached are images of the dress, and the bottom of the skirt when worn, I didn't include photo's of the seller from the waist up for her privacy!

To me the dress looks like mid- to late-40s style, and it is possible to find panniers in dresses of that era. I suspect this would have had lots of crinoline under so it wouldn't look like just the frame holding the skirt out.
