Help! Haven't a clue besides "fringed shawl"

Anyone have any clue about these fringed shawls? Don't even know if they are vintage or not. The greenish one feels like suede but might be a faux suede and the black and cream one has like a chenille feel.

Are they shawls? Collars? Something else entirely? There are no labels.

They look like parts of a uniform or costume to me. Anything from rodeo to marching band, etc...
