This dress has a plastic front zipper which reads "OPTI" on the back of the pull-tab. It is clearly a dirndl-style bodice. Raw edges are surged. The inner lining and hem appear to be linen. The skirt has front and back pleats. I do not have a blouse with it. The interior of the arm holes and collar appear to have bias tape facing.

The tag reads "Wachter" and has a depiction of a large red bird with prominently spread wings, and a crown on it's head.

This looks like some of the German Trachten clothing - traditional /national style. With a plastic zipper, it is most likely no older than the 1960s. If you do a Google search for Trachten Wachter, there are several sites. But they are all in German!

Everything screams 1960s about this dress. The fabric and the label. It has to be worn with a special white cotton blouse and an apron, both which are missing here.
