Help identifying antique silk brocaid peacock gown

I purchased this at an estate sale near Newport RI. Any help identifying this would be greatly appreciated. It also came with an antique slip with fine crochet signed E Amelia on upper edge of fabric.

Hard to be accurate without handling it and seeing what it looks like with the proper undergarments, but I think its 1888ish. No label on the petersham? (inner belt)

I added an undergarment that also came with this it has the name E Amelia on the waist. Hope this might help.
