Help identifying/dating this Ethnic (Mexican?) wool poncho

Hi everyone! I have this really unique item I'm trying to get more information on-it is a medium/heavy weight poncho, featuring a really lovely horse design on the front and back. The design si not embroidered or an aplique of any kind, it is literally like a large scale intarsia knit within the wool. I think this is an ethnic item, possibly Mexican, but I'm not sure which is why I'm posting...any information as to the kind of style this is (in terms of the design) and origins/date would be amazing and very much appreciated! There are no tags of any kind but I can tell by feel that it's definitely wool, and a very high quality heavy weight wool at that. Thanks in advance :)!

Peruvian was my first thought too. It's difficult to date because the style is a staple they have produced over many decades with little variation.
The face/eyes of the horse look a little more modern to me than the rest of the garment which makes me wary it is not so old. I think I can see a cord tie, what is this made of and can you show a close up?
 
Closer shot of the cord tie for Melanie (if this is too blurry, I will try and get another shot this evening of the tie specifically!): the cord tie is actually made out of wool as well.
