help identifying fabric

hello all! came across this dress, can't exactly place what the fabric may be. any help would be much appreciated!

also, what would you call those buttons? are they knitted?

It looks to me like an Irish homespun wool (http://vintagefashionguild.org/fabric-resource/homespun/), and those look like knotted fabric buttons.

Am I right in guessing this is Irish?
