Help Me Date This Novelty Dutch Mill & Tulips Dress

Hello,
I picked up this darling dress yesterday. My first instinct was the 40's but I thought I'd better get a second opinion. It's a beautiful black rayon with colorful tulips and dutch mills. It zips up the side. It has panels sewn in through the waistline to give it a beautiful fit (what is this treatment called ?- I've attached a photo of the inside to show construction.) Any help would be much appreciated.

I was thinking it looked more like someone made it, they could have styled it after the 40's. I guess the zipper could have been replaced??
 
I was looking through a 1947 spring summer Eaton's catalogue and in their textiles section there were 3 prints with windmills and tuplis and dutch girls, so I think it was a theme print that summer. I will try to scan it if I have a chance. However, the print wasn't identical to yours.
