It's a costume piece in the style of the 1790 - 1810 era. The interior standing welt pocket is a later 19th C - 20th Century construction technique as is the striped sleeve lining. It looks like the main body parts are sewn together by machine and the lining is set in by hand, as is the finishing, which is still done in costume shops. The lining I can see appears to be machine sewn together.
Without handling it, it's very hard to say when it was actually made. My guess would be 1900 - 1920, but that is a wild guess.
