Help on Fabric Pattern and Date on this Bleeker Street.

I pictured this with the dress pinned up on the right because it so needs to be a mini. I didn't cut it off, though... 60s? 70s? What is the pattern of the fabric saying to you?

I like it! I think late 60s too, and agree it would make a cool mini dress. I love the hat with it too!
