Help w/date & style name for felt cov\'d wire frame hat w/feather flowers.Thanks!

Hello Wise and Wonderful VFG Forum Friends!
I'm a collector and independent seller of vintage clothing.
But... hats? Not really my forte.
I came across this beautiful hat last year. I've tried to research it, but I am unsure as to what era it dates from or what this style of hat is called.

Here's a brief description:
Outer, Teardrop-Shaped, Wire Frame, Covered in Felt Fabric.
Inner, Wire Frame Circle, also Covered in Felt Fabric. The Circle's Center (underside) is a Soft, Velvety, Black Fabric.
The Top of the Circle Features a Glorious Crown of Golden & Golden/Black Feathers - Formed into Flower-like Blooms - with Long, Slender, Wispy, Black Feathers Extending from the Centers.
Extending From the Back/Left of the Frame is a Fine, Black Hair Net/Snood.

Label:

Blue and White, Satin Label. On one side: "NEW YORK Creation * Adjustable" with the letters "T" and "V" along the edge. On the other side: "Mfd under FAIR LABOR STANDARDS * CONSUMER Protection LABEL" with "286889" along the edge.

Oh so cute. I'm a total hat person.

That is a 1940's tilt hat. The small disks like that were popular from the mid to late 40's. The New York Creation label was started in 1940 and was used throughout the decade.
