Help with a Victor Costa

Hi again! I've been off this forum for a long time. I need some help with this Victor Costa, I can't find anything similar online. No size or content tag, inside doesn't look mass produced.
Do you think it could be couture?
I'm thinking this is a special piece.

It's silk (I believe) with nylon side zip.
Looks like a dress but, surprise, it's balloon style pants (culottes? Knickers?)
Has POCKETS!

Also, I had this as 80's but started to think it may be earlier?
The tag isn't the "for Saks..."
And it looks like the label resource 70's tag

I think it's 70s and it isn't couture or runway but higher end boutique in Saks.
