Help With Black Men's Trousers - Minimal Labeling

I am trying to date and identify a pair of black broadcloth men's trousers. They have 2 front pleats, on-seam front pockets, 2 back pockets (left-buttoned,) both belt loops and suspender buttons, and close with a Talon zipper, an internal button, a hook-and-bar, and an external button. The hook is marked with the script capital letters H and F and marked with a small anchor. They seem to be decently tailored.

There is an ACTWU label sewn into the inside of the outer part of the pocket. It reads:

The WPL # on your label belonged to the Joseph J. Pietrafesa Company, markers of men's and boys' clothing. Based upon the information in THIS obit, I suspect Pietrafesa also sold their clothes to the H F company, which may be Hickey Freeman.
