Help with dating 60s or 70s homemade dress

I'd just call it a maxi dress....it's an evening dress but not a fancy one, more for dinner parties at home.

I agree with early 70's, the fabric, colour and empire line style maxi all fit with that period.

I'd call that a caped collar, or do you mean the ruching below the bust? If the ties are functional I'd call it a drawstring, if not just ruched.
