Help with dating a 19th century (?) top

Hello everyone!

I am looking for information about this top that I acquired second hand. The lady told me that it is from the 19th century as that is what she was told when she bought it at an antiques market.
Unfortunately that is all the information she could give so I'm wondering if someone could tell me if it's really from the 19th century and if so, then whereabouts in the 19th century is it?
It appears to be made out of a thin cotton. No buttons and the button holes appear to be hand sewn.
I am just a beginner so truly any help would be appreciated! Let me know if you need more photos

It appears to be early 20th century, maybe 1910's era and is definitely not Victorian. It has lovely white work embroidery. I think it is part of an ensemble, not meant to be worn as it is but with something over it.
