Help with dating a handmade dress tag

Hi everyone!

I found this dress today at a thrift store, it seems very much handmade and the elastic on the top has completely warn out leading me to believe it isn't new. I am curious if anyone has info on the "Specially fashioned by..." tags and what years these were popular? I know you can buy replicas of these tags but maybe if anyone has an idea on when this sort of dress pattern could have been popular? It also had a price tag but this very well could be from a recent thrift shop given the price point. All assumptions on my end but any insight would be greatly appreciated!

This looks to be a 70s - 80s square dancing dress. Those homemade labels can still be bought today, but I'd guess this would have been worn for dancing, and over many years - to have worn out the elastic so much!
Wow! How fun is that…thank you so much for that insight. It also has a metal talon zipper down the back so I’m also thinking 70s.
