Help with dating a vintage dress form/bust

Hi all!
I have a small size dress form/bust that I am trying to date. I have done some research, but have not found one similar enough to feel confident with the information provided. The fabric is similar to satin, and the interior has a paper mache type of look and feel. There are no markings anywhere. Any thoughts on date? What would a form this size be used for? Thank you!

It's so small! Could it possibly be a salesman's sample? Or for making doll clothes?
