Help with dating Domb Party Lines Dress 1940s (?) and help clarifying detailing terms

Hello there,
1. This dress matches the label in the resource for a late 1940s dress and that seems about right to me, but wonder if I can date this more specifically.
2. Wondering what you would term that gathered elastic/smock like treatment in the bodice/neckline.
3. Is there a more specific term for the little 'hem' layers that sit over the seam of each tier
4. What the heck is that cheesecloth flap remnant on the boning piece? a built in crinoline?

Your very pretty dress has a couple of somewhat similar design elements to what can be found in the dress in this 1948 Domb Party Lines gown. The text that accompanies it says (emphasis mine):

"Features are the buckram inserts at hip, soft gathered folds forming a bertha collar over short sleeves..."

Thanks everyone. Another question....is there a term for the notched or broken collar line at the back?
 
Hi All, Just getting to this dress now and I have two questions
1. Is this taffeta? rayon taffeta?
2. The collar and inset ruffled bodice bib thing have definitely been stitched into place and not symmetrically by someone after 'the fact' of it's original construction. I can see different coloured threads used in the Gerry rig, but also some peach thread that I wonder may have been originally used to tack the collar down? Anyway thoughts on what is going on and what the original line of the neck would be? Thanks alot in advance for any input.
