Help with dating this dress. 60s or 70s?

I'm not sure if this dress is 60s or 70s. Can someone help?

It has no tag, looks handmade, hem is about 2 inches. Its got a wrap front with a snap at the neck and hook and eye closures at the waist. Polyester with a little stretch. Big collar.
