Help with Half-Slip date and lining

Hi Everyone,
I'm assuming this is 1950s but am a bit confused about the lining. In has been roughly cut out but the remaining inch feels like plastic....were crinoline layers ever made from plastic?

Sounds like Acetate Taffeta ( Paper Taffeta) to me, it has a plastic feel and stiffness to it, so is excellent fabric choice for holding out the hem of a full petticoat. It sadly has been rather badly cut but the original owner hasn't it!
 
Yep, and I can't remove it without taking out that whole seam and I am not SewingMachingGirl!! Far from it. I'm going to trim it as evenly as possible. It's actually a bit sharp on the edge.
