Help with identification and dating of Lady Lynne item

Hi all,

I got this item which I thought at first to be a skirt but upon closer inspection realized that the top black part is too transparent and thin and looks more like an undergarment. I think it is a half slip or something like that but how do you wear this? Is it like a crinoline? It seems like such a waste to not be able to see the fabulous embroidered flowers if they were underneath something else. The top is tricot; the bottom part with the embroidery is quite stiff but don't know the fabric (nylon/acetate?). I checked the resource guide for Lady Lynne and my label looks newer. Is this from the early 60s or 50s?

Oooh, that is pretty!
Lady Lynne made slips and under garments.
This would be worn under a full skirt dress or circle skirt and would peek out when moving for a little vavavoom.
