Help with novelty print fabric

Hi!

I found what I hope is vintage fabric. If so, I'm not sure on the time period or the fabric content. I'm wondering if anyone recognizes this novelty print or reminds them of anything? I couldn't find anything online that was similar. It has a linen-like blend feel to it. The second photo shows the threads (to give an idea). Any thoughts would be most appreciated!

I think the print is referencing the Keystone Cops.

The images are of the Keystone Cops of the silent film era. My guess is your fabric is 1960s when there was a sort of re-interest in them, along with other kitschy Hollywood stars such as Mae West and W.C. Fields.
