Help with Size Interpretation on Vintage Dress from Sue Brett Collection?

Can anyone help me understand what size this tag shows for a dress in the Sue Brett Collection?

I've never seen that, but I am completely mistrustful of label sizing - and it changes from country to country and era to era. I recommend checking the bust-waist-hips against a modern size chart for the country you are selling/presenting. I also like to check the shoulder to waist, about mid-shoulder, then straight down to belly button level. This will tell you if the torso is long enough for a taller person, someone with a larger bust, or if it is shorter than average, which would make it teen/juniors or petite. B 0 likely means something to the company, but how on earth are we supposed to know what that is! Which, could also mean it was a sample or second or had a factory defect.
 
Wonderful information. Thank you for taking the time to share. This dress will be difficult to measure since the dress is one where the top part blouses over the bottom. I may re-donate. I figure, too, that the dress is a sample dress. Thank you so much.
