Help with this Chapeau

As some of you know, my husband are very active with animal rescue. A house was donated to the Humane Society of Citrus County and my husband will be selling the house, and I will be auctioning off some of the contents to raise money to build a shelter. (auctions will start in another week or two..so get ready!)

I am going to be pulling together a hat lot and have a few Q's.
From the construction. I am assuming this is perched back on the head over a 'do. Perhaps 40s?? I may not have it positioned exactly, but it would fall off the stand if not.

Does anyone have any thoughts/opinions? It is pleated all the way around with a velvet crown and bow. Some of the hats have makers. This one doesn't but I thought it was neat enough to save :)

No clamps...but nothing would stop one from hairpins.

Why didn't I think of New Look?

My mind has seriously been affected by the tons of things I have to go through!

Would I best to be focusing on the pleating? Is there any special name for this sorta hat?
 
Chris, that is called a cartwheel hat and I have a book showing as early as 1943, however, it says..."larger hats came into vogue with the new look of 1947 and balanced out the full skirt."

As far as the pleating, I think just call it that.."Pleating". Noticed on one hat they said..."pastel pleating all around."
