Help with top, 1920's dress topper of some type?

I need help with this pretty 1920's piece. Do you think it was made to go over a specific dress, or that it is just some type of dressy piece that you would incorporate into a wardrobe? Know what I mean? I am thinking it is from the 1920's, does that seem right? Let me know if you have any questions.

Have a good close look at all the seams for differences in stitching and thread. It might help you establish that alterations to the original design have been made. It is so hard to tell from photographs.
 
That's a good question because it doesn't meet in the middle so its not a coat but rather a redingote style. I suspect there was a simple slip dress in the same black satin material worn underneath it.
 
This is so lovely! I especially love the triangular pockets! I wonder if at one point it had some sort of belt that went across at the hips? Just a guess, it would look lovely with one.
