How old is this lacy crocheted top?

hmmm...i have no clue (about age that is).
The useless old rag part i can answer. "NO". Without an elastic, someone can wear it as a topper for a summer evening dress or a sundress. they or you may want to turn up the edge and stitch it to secure it though. some of those boleros are not very formfit on the bottom.

Well, that's my guess. It reminds me of the stuff we were wearing in high school, especially that neckline.

I would list it, even without the elastic bottom it would be cute with
jeans or a peasant skirt.
