How to Describe Neckline Treatment???

How would you describe this double row of folded fabric neckline ruffle treatment? I can't find anything similar in my books, nor on line.

Also I'm thinking this is a late 50s early 60s evening jacket. (wish I had the matching dress) Would appreciate your opinion on the time line as well. The maker's label was removed and there is no union label.

I could see the Pierrot collar in my mind, but didn't know the term for it. Thank you! And I agree with you the boxy cut reminds more of the 60s. So that is what I will use in my listing. Thank you, thank you, thank you!!!!
