Hmmmm. The lingerie ladies and gents will cast a vote I am sure. It looks very early 1950's to me, circa 1950-1952 ish. Don't ask me why I came up with that date, I just get that vibe I guess.
I acquired something similar and was wondering how one would wash this as mine has prong set rhinestones and black velvet. Would it be ok to handwash?

I would think even if you dried them carefully the rhinestone settings may rust so I would try and not get those wet if possible, of course this depends how much they cover the garment.
It may be a dry cleaning job only, as they have ways of covering or protecting special embellishments. It may be worth asking your local actually if they think you could wash it as I imagine they would know for sure.
I operate on the idea that certain types of clothing would always be washable: lingerie, dressing gowns and blouses. I would gently hand wash and pat the rhinestones dry.
