Just guessing... 1980s/90s. From what I recollect, Dior ready-to-wear suits were widely sold in mid-range and better department stores nationwide here in the USA.
Checking eBay sold listings is a good way to get an idea of value. Unfortunately, having only the jacket (or do you have the skirt, too?) will affect price. Lovely color!

Jackets of that style and colour (as part of skirt suits, as Donna mentions) were big in 1991-1992 if that helps.
