Identifying a possible 1920s gown!

Hi everyone! A friend of mine gave me this gown today to sell for her, but I am having a hard time dating it, as it appears handmade, without a label. I've never seen anything quite like it, as it is very unusual. It appears to be crafted of silk and the red protrusions are made of velvet, with wiring placed underneath to make them lay on top of one another...like petals, in a way! My friend said that she believes it to be from the 1920s, but I'm not sure. She would like to sell it, but again, since I don't know much about it, I'm not sure how to proceed as far as information or the possible value of it. Any thoughts would be much appreciated. The gown itself looks like 1930s or even early 40s. It is the underskirt of the dress that makes me think 40s...with the straight cut and the short slit at the bottom of the skirt.

The red velvet is unusual, it appears it may have been added to it at some point in time.
