ILGWU uniform?

Is this a uniform shirt ? No label other then the union label of course. I can't find anything like it.

I have seen one of these before, years and years ago -- maybe on eBay? There was a story that came with that one and I seem to recall it had been made for ILGWU delegates at a conference. However, I can't remember the whole story now. I remember favouriting it and considering a bid at the time. This was 15 years ago at least...
