Interesting dress Sunny - I agree with Jonathan about it being a costume: theatrical costumes often have hooks and eyes as fasteners as they're more reliable than zippers.
Your dress looks to me like it's been altered at the waist - the top half is nicely made, but where the skirt joins the waist is roughly cut and unfinished. Seamstresses tend to continue the same standard of work throughout a garment so I wonder if the skirt was originally longer and rather than rehemming, someone removed it, cut the excess fabric off and resewed to the waistband. The shiny hooks and eyes would have been either added or resewn at that point.
The style itself reminds me of very late '70s to early '80s with the piped neckline and puffed sleeves but your lovely photo does not show the design clearly - I imagine the waist would be dropped, rather than blousoned. The construction looks like home sewer circa '60s or '70s. The top stitched hem (if original and it looks like it, with the same colour thread) suggests to me that it is '70s or '80s - which puts it more into line with the style.
If you can photograph sitting flatly, not blousoned we'll have a clearer idea but I think you're probably looking at a '70s garment with a skirt that has been shortened. Can you tell if the same thread has been used for the top and bottom of the waistband?
