Info on a cocktail dress?

So I don't have too much experience with vintage cocktail/formal wear, mostly because I never find any. However, I found the loveliest and most unique dress yesterday! Its handmade, so I'm not getting any clues from tags. It has a metal zipper, otherwise I think we are just going on style, right? Can ya'll help me out?

Oh! And excuse the wrinkles. Obviously it needs a little work, but it was just so unique that I couldn't pass it up!

amanda- Its not that skirt is short, but the bodice is long! It hits below my knees.
