Inquiry into hat style

It looks like a version of a Tudor-style tam with a stiff brim. We have one from the 1890s, same era as this photo, in the collection but unfortunately, its not photographed... but here is a repro: https://www.etsy.com/ca/listing/159...2d021a873d223853fb4861db84afe8c78d:1594406115

I’m also wondering what the appendage on the gate it. Would this be feathers? Or flowers? Or plume? Any thoughts on that?

Maybe a feather on each side of the hat and the two feathers meet over the center top. Hard to tell from the photo, but that could be a possibility!
