Is it fair to call this Couture?

This label is from a beautiful 40's fitted jacket. The label reads a Lady Simpson Original and then says designed for and then the name. Does this mean it is a couture piece? What do you think?

Is the lining sewn in by hand, buttonholes-hand embroidered, lining at armscye hand sewn? If yes, then I would call it "couture quality." Claire
