Is there a term for this decorative stitching?

I thought soutache was (basically) applied raised trim, but could this be a variation of it? its the actual fabric, stitched into a design, raised about 1/8" high. Its really pretty,and gives a nice dimension to the design of fabric. Its on a German dirndl.
