Is this 40\'s or earlier?

Because of the peplum, I thought this dress was likely 1940's. Could it be earlier?

There is no zipper. It snaps along the shoulders, hooks in the back and has buttons and loops.

Do you have a full picture of the dress, the length helps determine the decade, but it is looking late 30s just from the top portion.
 
Hi... Sorry it took me a while, I wasn't home. But here's the full length pic. It needs a few threads to be snipped away as you can see in the pics...

Otherwise, it's great. Too small for me though!

I concur, and it really is very, very lovely! (And be sure to tie off the threads before you snip them, or take a tack to secure the threads to the garment, then snip. You don't want the seams unraveling when a buyer wears it!)
