Is this a 1920s hat?

Is this hat from the 1920s? How should it be described? Thank you!

Not 1920s, but 1940s. It looks like a very neat velvet toque with shirred sides and a back drape that simulates a snood effect. It looks like there's a cord elastic that is broken - this would have gone under the hair at the back of the neck.
