Is this a 30\'s Val Mode Slip?

I picked up this slip a few months ago and I've been trying to find some information about it. I've never seen this type of Val Mode label, and there isn't one like it on the VFG Label Resource. The style appears to be 30's, yes? And what is Will o' Wisp? The fabric feels like a silk/rayon blend.

Any help would be greatly appreciated!

I would say 40s with the under bust details. Very pretty!
