Is this a bustle?

Hello! I've recently acquired this dress at an estate sale and before re-selling I wanted to make sure I could describe the fabric attachment on the back of the dress correctly. It is attached mid back and then again at the bottom. Lays flat while wearing. Is this some sort of a bustle or maybe a scarf.

And do you think it is from the early 50s? Thanks for any help you can provide!

It's not a bustle - I would call it a floating panel from the hem to the back of the bodice. It's imitating the sack back which was introduced in 1957 but versions existed into the mid 1960s.
