1. Is this a cloche?
2. Is it 60s?
3. What would you call this pleated netting 'treatment'?

Lauren, I'd call it a bucket hat and I think late 50s to 60s, but others who know much more will be along I am sure!

That is an interesting design. The ribbon is done in a lattice effect. I would date it from the very late 1950s to early-mid 1960s. Hats can often defy classification and the terms change somewhat from decade to decade. In its day calling it a cloche was correct and probably how it was termed, today it could also be called a bucket hat. I prefer to call it a cloche myself, although a 1960s cloche is very different than a 1920s cloche in the way it fits the head.
