Is this a coat or a dress??

When I bought this garment, I thought it was a coat. I didn't realize it wasn't until I went to photograph it and realized it didn't unbutton all the way to the bottom. It would have to be pulled over or stepped into. I've really never seen anything like it. Is is a coat or a dress or what?? The fabric has circles embossed all over it, it is stretchy and somewhat thick although not heavy. I'm fairly certain it is mid to late 60's. Any ideas??

It's a coat dress, very fashionable in the 50s as was double breasted anything. I made about 3 or four in various shades of menswear flannel.

its a coat dress, very popular 60's-late 70's.....and was revisited briefly with power shoulde rpads in the 80's circa dallas, dynasty periods
 
when i clicked to enlrage the piping etc looks very substantial. My first guess would have been a jacket - but i will go with the majority.
